"Terrorism" is not war.

Our military considers terrorism a tactic of war.

The FBI uses this definition:
Terrorism is the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.

Terrorism is legally defined in Title 22 USC, Section 2656(fd) as: Premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents, usually intended to influence an audience.

"Terrorism" is not war. Anti-terrorism isn't really war, either.
