Europe has reached stable point. Nothing more to come netiher music, literature, art... It doesn't mean the Europeans have -out of a suddenly- got less intellgent. Neither to deny intelectual vigor.

It is just a result of demographic development. Old ideas percolate the whole society. Europe's time has passed.
That said, the whole continent seeks stability and consensus. Under this perspective one should analyse any situation there.
