"CA would promptly find that it is having trouble attracting good teachers."

Attractive teachers 'might' be considered more desirable by The Gov...
If they submit to a physical by him
Im sure it will help their positions..

This nation gave up attracting good teachers years ago .....

.......... Although I'm liberal on almost all issues, I believe the unionization of the teaching profession has caused a gradual erosion of educational standards in this country.

Teaching is the United States' top "blue collar" profession. Even in the finest school districts "deadwood" is developed very quickly. Numerous people in their thirties are coasting to retirement.

Arnold sees a problem and he's befuddled by it. Like Bush, he wants to throw the baby out with the bath water. It's amazing how poor institutions can get entrenched in our society.
