Jeff it's a "valid" fork, as one can draw how they wish, but I agree with you, see previous post. As chip has mentioned in the past that tines act like magnets, I can't see why he hasn't drawn it.

That fork I call a shoulder fork and it's valid especially since price has responded to the median line.

Certainly the double bottom pivot is also valid, but in my way of thinking not yet active... (it's now drawn) until the shoulder median line pushes price higher.

Does this make sense...?
