That will be one of the more interesting questions for history to answer --- though I believe it will be a couple of decades before the answer will be in: who's policy was *correct*, Bush I's or Bush II's?

Even Margaret Thatcher says now it was a mistake not to have finished off Saddam in the early 90s. But you can argue otherwise all you want, you're still wrong.
