True, Bush I promised the Saudis he wouldn't 'take out Saddam' (not that the Kuwaitis were against it though)... but then went back on that by signing an authorization for the CIA to kill Saddam by any means necessary --- but you've got your history wrong on your second claim: there was NEVER a promise to the coallition to "stop at the Iraqi border"!
