The response is being coordinated out of the UN -- the issue is the level of concern and commitment of member countries. Vaccines in general are not highly profitable for drug makers -- the economics of it are not stellar. This is a clear case where there is a public interest to make sure it is attractive to have enough vaccine on hand each year from here on to battle a pandemic. It also means funding faster vaccine production -- for the most part, vaccine production technology has lagged behind. There are no villains here -- only benign foot dragging. A flu pandemic can take years to form -- but when it hits, it will be a global tsunami. We have a government in part to protect us from threats beyond our control -- a global bird flu pandemic is as important as any war on terror.
