I wonder if Carter believes that World War Two is a war that the United States could have avoided? After all, Hitler was never an imminent threat to the United States. And if the United States had shown a little "sensitivity" to the Japanese (and not moved the headquarters of the U.S. Pacific Fleet to Hawaii in mid 1940), war might never have happened. It's probably doubtful that the Japanese would have attacked the Pacific fleet in its former headquarters - San Diego.
