Your posts are getting dopier and dopier. Appeal to authority arguments, now? "a well respected journalist who has written several books about international affairs". LOL. Of course I see the word "complicity" there. He used it exactly the same way you did - in making an assertion that the US was complicit in Pol Pot's rise to power. And like you, he doesn't bother to support that assertion - he simply makes it. Why are you are unable to understand the difference between making an assertion and substantiating it with factual evidence?
