Yes, they can and do. There are no legal protections in this type of contract law or competency test. As a people we aren't far from the type of tribalism we fight. We tend to have less gristmill-like slaughter of humanity within our own borders. We outsource that. Within our borders, it is more like "Can I get away with putting at risk 100 million people a little bit for an extra 100 million in profit?"

Clearly when the warlords come to harvest, I'd rather give up a finger than my life. It's a bit much to expect me to like it, though.
