I think the FI loonies are opposed to the current nation-state structure of the world, and want to revert to one "Islamic region" which would include all current Muslim states, and be under the tutelage of a leading Islamic cleric (the Mufti) who would codify sharia law for the masses. In other words, all people would live under God's law (as interpreted by the Mufti), rather than the particular laws of their current country's government. That's not at all the same as fascism, I think. Perhaps some similarities (especially the my way or the highway part), but not the same.
