Nuh uh. If it can cover that debt for a while by robbing Peter to pay Paul, it ain't bankrupt. Believe me, my dad staved off bankruptcy for like ten years. Granted, this isn't a scientific definition, but it's certainly the way it works.

Bush haters on this thread try to pass off the lie that Clinton reduced the national debt with his "surplus".....
