That would be the job of the BLS manipulating the CPI in the face of skyrocketing prices for just about everything you need in the face of the record twin deficits. The fed has shortened duration of new supply in recent years which has helped keep a lid on long term rates while the bulging trade deficit has pumped demand from foreigners. Others have made the comment that the economy is so weak there is little demand for borrowing funds outside of the coastal housing bubbles which perhaps also has some merit.
