The article is an aggregation of foreign news items on the subject. It's the same thing that Howard Kurtz does. It's the same thing that some bloggers do. It's not some staff reporter expressing his own opinion

Kurtz sometimes does straight news, but Kurtz is a columnist. Blogs are columnists. This reporter posts a quote from Steyn and then starts the next paragraph with, "The more common view is," He is editorializing. They skirt the line when they do this, and they know it. At least when the NYT does it, they usually put "news analysis" at the top.
