I can agree with much of that article but this statement is definitely not true.

Vietnam had never attempted, in whole or in part, to commit genocide, as was the case with the documented "Anfal" campaign waged by Saddam Hussein against the Kurds.

The Vietnamese have and continue to jail, and slaughter Montagnard tribesmen in the central highlands. The most recent reason given for this on-going oppression are practising Christianity.

Hutch is also incorrect with this statement:

"Vietnam as a state had not invaded any neighbor (even if it did infringe the neutrality of Cambodia)..."

The NVA attempted a 2 division invasion of Thailand around 1980 as I recall, resulting in the battle of Mon Mak Moon, where they were routed.
