None is needed -- the Bush Administration put forward a series of increasingly convoluted schemes to create a Constitution without an election. Sistani came out publicly and said no way -- those who draft the Constitution of Iraq must be elected by the people of Iraq. Sistani got the process he wanted, and the UN was responsible for running the election. That is all simple and well established fact. Sistani got the election and Constitutional process he wanted -- he got it his way, and run by the UN, as it should be.
