Quibbling? I see a big difference between AIDS is under control in the US and infant [or childhood] AIDS is under control. I regret that you see this as quibbling.

If you say AIDS is under control in the US am I just supposed to pretend you said something different?

That would make dialogue on SI a lot easier. We just "fix" each others words in a manner that we like.

QED. We'll start a new "Just say NO" program. It worked so well with the war on drugs, it's bound to be successful here.

To illustrate the power of behavior modification there's this rather well known appearance of Elvis Presley with then President Nixon. President Nixon is shown with Presley and the law enforcement badge given to Elvis by the Bureau of Narcotics and Dangerous Drugs! The intent was that Presley would be part of the effort to combat drug abuse in the US.

This was a successful effort as Presley's behavior was modified to include drug abuse.
