General Hal M. Hornburg is probably working for Lockheed today, after exiting through the revolving door of the military-industrial complex. I really doubt the Russians are even making Mig-29's today. A fighter is a weapon systems platform, and ours are the best, bar none. Consider EVERY instance where western tech has gone up against Soviet tech - the Soviet tech went down in flames.

If we spend $466B while they spend $50B but the result produces an inferior US plane (according to your article), that sounds like a case of mismanagement of funds. The expected reaction would be to reduce the funding and replace management.
