Not so easy to tell, it depends on which publication you look at. For many years I read the Frankfurter Allgemeine Zeitung (FAZ). They criticized growth-inhibiting economic policy back since the 80ies. For a number of left-wing publications it's the "evil corporations" and "greedy managers" who are the root cause of the high unemployment.

<Are the numbers of Germans out of work primarily from the old East Germany?>

That's certainly an important issue. In the former West German area the unemployment level is not far above the USA. The situation in some former East German areas is difficult, especially in rural areas - whole villages are dying. No business, young people move to the cities.

<Is there not enough money left in the system to create new companies and therefore new jobs?>

It's not a lack of money. There's too much bureaucracy, aversion to many high-tech areas, lack of entrepreneurship.
