Most of them have been paid now, after months of the central/local gov. efforts. Beijing, and a dozen of other provinces/cities, have started direct pay roll system for their construction workers since last Sept. I guess more and more cities and provinces will follow. That is the only way to get those dirty corrupted hands off workers pay. It is such a disgrace! Especially, in a lot of cases, the employers have the money. Up to Dec. 31, 2004, nationwide (China) have paid back 33.1 billion Yuan owed to migrant construction workers, accounting for 98.4% of the total.
