"No. 1 Document" brings a generous gift to farmers


People Daily Jan. 31 published the full text of a set of ideas to strengthen overall agricultural production capacity issued by the CPC Central Committee and the State Council. That is the No. 1 Document hundreds of millions of farmers throughout China are looking forward to.

The document has clearly put forward the overall requirements for agriculture and rural work in 2005 and especially stressed that the ideas adopted by the central authorities aim to improve agricultural infrastructure, make faster progress in agro-science and technology, and increase capacity of agricultural production as a major, urgent strategic task for the country at present and in a period to come. It is another programmatic document for the Party in guiding agriculture and rural work.

Last year the No. 1 Document on rural work was issued after an interval of 18 years. Its good policies were all concerned about how to have farmers' income increased. In the yearend review of 2004, the invigorating achievements were made in agriculture in China. China's total grain output in 2004 reached 469.5 billion kilograms, a hefty increase of 38.8 billion kilograms, or 9 per cent over the previous year, putting an end to a five-year decline since 1999. Farmers' income also increased rapidly. Farmers' per capital net income reached 2,936 yuan, rising 6.8 per cent in real term, setting a record since 1997. Though we say that it contributed to "good policy and high grain price with people's efforts and favorable weather". As good or bad weather cannot be controlled by manpower, it is known to all that the enormous effectiveness of the Party's policy has brought it to agriculture. So at the end of last year, what we all were concerned about was that would there be any new No. 1 Document in the New Year after generous harvest and personal income increase. Are there any changes for the good policy? Today the published No. 1 Document has given an affirmative answer to the farmers throughout the country, a generous gist for the coming Spring Festival.

The remarkable achievements made last year are not equal to the new increase this year as there is no obvious improvement for the overall agricultural production capacity in China. As there exists a weak foundation in China, which includes less arable land, fertility-degrading land, aging water conservancy facilities, shortage of agricultural investment and the limited capacity of agricultural scientific renovation and popularity. The good momentum in the development of China's agriculture and rural areas may be impeded in case of natural calamities and market fluctuation. The No 1 document this year will be focused on strengthening overall agricultural production capacity in order to lay a solid foundation for grain yield increase and the income rise for farmers fundamentally.

Strengthening overall agricultural production capacity is the joint point for improving grain output and farmers' income increase and for solving the present contradictions and long-term development. Therefore the various policies for supporting rural development have been emphasized. Centered on strengthening overall agricultural production capacity, the main ideas include further motivating farmers' enthusiasm, further implementing the most rigid practices for the protection of farmland, strengthening water conservancy, and reforming and improving investment and financing systems in rural areas. Through years of efforts the following will be achieved: improving the material and technical conditions, increasing the capacity of agriculture in resisting natural adversity, improving land output rate and the competency of rural laborers, increasing competitive power of agriculture. Only by doing this can support more population with less land, meet the growing consumption demand, open more space for agricultural adjustment of structure, and boost farmers' income increase with more channels. The development of agriculture and rural villages will naturally be on a new stage if a big breakthrough is made in these areas.
