Because the average person doesn't have time to learn how to manage an IRA, and I also don't think you need to force people to save beyond the bare minimum (SS).

My attitude remains: Let the government take care of needs, and businesses take care of wants. SS covers needs, so it shouldn't be optional, and the IRA can cover wants. If people don't have the additional funds past what it takes to just get by, that doesn't bother me in the least.
