There is that. But more importantly, soldiers make lousy policemen. Ditto for policemen as soldiers. The training is different, as are methods.

I agree with you. We should be handing policing duties to Iraqis as fast as we can train them. But we should not reduce our troop presence until the Iraqis have proven they can take over the whole job.
