Actually it's 4.6% from the Bush team. And they are saying it has to be >3% for it to be a break even, otherwise you loose.

The difference between 4.6% compounded and 3% compounded can be quite noticeable over decades. I believe both of the figures are estimated real returns. The "3% to break even" is to break even with the current amount people would get back from social security, not to get a net 0% real return.
