Since the targets are raised, one can only presume that the lowered ratings, expressed in relative terms, indicate a belief that lower quality will move more in the near future.

NEW YORK, March 10 (Reuters) - JP Morgan Securities on Thursday raised its rating on Altera Corp. (ALTR.O: Quote, Profile, Research) to "overweight" from "neutral," citing the company's improved outlook.
