since their retirement funds will be more directly coupled to the country's economic growth, people will be better advocates of policies that grow the economy, and resist measures that retard it.

I dunno. People who appreciate the role of economic growth already will participate and the ones that don't, won't, so they won't have the incentive. Don't know how many converts this will bring if it's voluntary.
