But no more massive than the treasury bills that have been set aside to handle it.


No actually it is more massive then the treasury bills set aside to handle it.

But even if the pile of treasury bills were 100 times as large it wouldn't matter much. A treasury bill is a loan to the government. If its an asset to the social security fund its also a liability to the general fund. The net value of the bonds held in the "trust fund" to the government is $0.
