It makes sense to me to apply it to all spending. It makes little sense to exclude the biggest program (social security), and the program that will probably become the biggest program (medicare).

But I do agree that it's near to impossible to calculate. Let's just agree that the military portion is understated

On an absolute basis yes, on a relative basis (compared to other programs) no.
