That shows the practice before statehood and in the early days of the Israeli state. It doesn't say whether such laws, binding contract clauses, or effective social and economic pressure to stop sales to Arabs are still in effect. Also if no Jew will sell to Arabs and so the policies (formal or not) are still in effect than it still doesn't amount to outlawing Arabs from owning land, although the practical effect would be similar for 95% of the land. Any such policy is obviously discriminatory. Tim
