I think fiat is OK -- remember, if someone really CAN'T work at 68, there are mechanisms to handle that. That renders an indexing scheme unnecessary, IMO.

What I meant by indexing is some formula of payers vs. recepients to keep the system in balance. Any fixed number is good for a year or a few years. It is hard to do things such as raising retirement age, very unpopular. The next time there is time for the necessary adjustment of the number, it will be full of politics and demagoguery. A formula does all this work on its own, without having to run for office, without having to run political ads.

As far as inability to work, there is a component of the SS called disability insurance, which is designed to take care of that.
