lol, the govt regulatory structure is to blame for the actions of Enron's traders? The govt's regulatory structure is as effective as the people running and supporting it. If the people running the govt actually wanted to regulate efficiently, it would be efficient enough. If they actually believed that there "must be a consequence" for illegal and ethically corrupt behavior, then a lot of people who are now walking around free would be locked up. This administration, though, is highly selective when it demands "consequences."
