Revision of Japan-US defense guideline aims at influencing China's enactment of the "Anti-Secession Law''


According to official Japanese sources, Japan is ready to revise the Japan-US defense guideline, placing emphasis on the Taiwan Straits conflict'' with China as an imaginary adversary. They aim at making researching on how to deal with the problems including joint military operation. According to public opinion, Japan and the United States will try to put the "Taiwan Straits crisis'' into the new "Guideline for Japan-US Defense Cooperation. It is without doubt that it will offer "legal basis¡®' for Japanese involvement in case of the "Taiwan Straits conflict''.

Some scholars said in Beijing when interviewed exclusively by Hong Kong-based Ta Kung Pao that the basic reason for revision is that there is a requirement for the military development of strategy between the two countries. However on the other hand the legislation of the mainland's "Anti-Secession Law'' triggers the further promotion of the relations between Japan-US military alliance.

Jin Linpo, dean of the Asian-Pacific Office of China Institute of International Studies said Japan is ready to revise the defensive cooperation guideline with its aim to make further Japan-US pressure on China. One of its short-term aims lies in influencing the legislation of the "Anti-Secession Law''. "Though the legislation has been irreversible they want to influence China on the concrete contents of the law and to make the law softer.''

Xu Podong, director of the Taiwan Research Institute of Beijing Union University said the Japanese revision of the Japan-US defense cooperative guideline is one of the following actions after the mainland's "Anti-Secession Law''. "It is an old practice that the United States exerts pressure against the both sides of the Straits. This time they want to exert pressure against China by revising the Japan-US defensive cooperation guideline. It is not equal to saying that they will take military actions in case of the "Taiwan Straits conflict''.

He said that in Chairman of the Chinese People's Political Consultative Conference Jia Qinglin's speech in Beijing commemorating the 10th anniversary of former President Jiang Zemin's eight proposals for relations with Taiwan, Jia presented a very clear, constructive and pragmatic roadmap for cross-the-Straits ties. "Of course when making the "Anti-Secession Law'' the mainland will consider all aspects including the international reactions.'' He said the US reactions are among the mainland's expectations and the expectations are not as strong as anticipated. Jin Canrong, deputy director of the International Relations Institute of Renmin University of China said as for China, the "Anti-Secession Law'' is the last consideration. It mainly aims against "Taiwan independence''. He said as for the United States, it must "use Japan'' it will make Japan play a greater role in the eastern Asia area by improving the relations of Japan-US military alliance. Of course it aims at China.

Jin said in the past a comparatively vague strategy was adopted in the Japan-US defensive cooperation guideline on the issue of Taiwan although the contents of the guideline were not against China directly. It did not say what Japan would do when US involved the conflict with China. The new revision is different from the past. It makes the alliance incarnation and there is a possibility for taking Taiwan into the defensive sphere. Jin said it is another important point for the revision of the guideline to make the Japan-US alliance globalization and "make the alliance spread to the whole world from the safety of the eastern Asian area in the past. The Japanese defensive troops can be dispatched to anywhere in the world when there is a need for the United States. Of course, the Asian-Pacific is still the focus for the Japan-US alliance''.

These experts expressed that from the view of the United States, China's "Anti-Secession Law'' will be made in accordance with governing the country. Before the detailed contents were disclosed, it was hard for the United States to make direct opposition against the "Anti-Secession Law''. The legislation of the "Anti-Secession Law'' makes the US worry indeed. If without the "Anti-Secession Law'', the mainland can also be opposed to "Taiwan independence'' by all means. However, when there is an "Anti-Secession Law'' the mainland's reaction may be in the legal procedure automatically in case of "Taiwan independence''. It is one of the most possible reactions for the mainland to resort to the use of force.

Xu Podong said the revision of the Guideline for the Japan-US Defense Cooperation is within the mainland's anticipation. But the revision has brought a wrong signal to "Taiwan independence'' force. On the contrary, it is not conducive to the stability of the Taiwan Straits'' situation. He said the Anti-Secession Law would restrain Taiwan from independence, aiming at maintaining peace across the Straits.

Xu Podong said China, US and Japan have common interests in the Straits area. It is a right way for them to unite and restrain Taiwan from independence. The mainland's "Anti-Secession Law'' itself is for maintaining peace across Taiwan Straits and for preventing the "Taiwan independence'' elements from provoking a war. It is not necessary for Japan to revise the Guideline for the Japan-US Defense Cooperation. The revision might also send out a wrong signal and on the contrary it is not conducive to the stability of the Taiwan Straits'' situation.
