No, you cannot.

And if you read my post, I have said quite a few time that now in China, one cannot even get a bachalor degree, no matter what is the major (including Chinese literature major<g>), without passing National level IV English level (CET4). And if you care, you can see a test in the following site (Chinese site, but the test is English).

That said, plenty of Chinese who get a graduate degree from computer science in the US, need a long time to adjust their English computer terminology back to Chinese if they had not taken some Chinese computer classes before they came to the US.

And many college graduate in China now can communicate in English by and large in their own field.
