Primarily blaming Bush demonstrates a stunning ability to engage in selective memory.


I'm talking about before that Clinton speech. Things had already deteriorated by then. The ridicule of "root cause" and the alienation of its proponents was already entrenched by then. The polarization could have been deflected had it been done early. Once the sides had solidified, the game was over.

Regardless, the primary blame is by default on the guy in charge. Goes with the territory.
