The Social Security Administration administers programs other than what we know as SS, that program to which we pay a payroll tax. Perhaps that's what's confusing the issue for you.

I'm having a feeling of dejo vu. I'm sure I already posted that same argument once upon a time.

Since you're the one who expressed a concern about non-payers collecting from SS, why don't you read that material and find out if it's so instead of charging me to do it. It's your issue, not mine.
