"if you and everyone knows Iran is unwilling to use nukes, why have them" Against the West. It's a rough neighborhood where they are, only Israel is likely to have the weapons. Israel also has deliver systems that don't look like trucks... The Sunnis and the Shia aren't great good buds. I doubt if there would be many Sunnis who would shed a tear if Iran were to get glassed.
