Specifically, within a couple of weeks of leaving office, Reagan made a tour through Japan, giving speeches about how they were the next mover and shaker in the world, for a payment of $40 million (IIRC). Now this had to be arranged while he was still in office... I don't know if you remember much about that period, but many people in this country were scared that Japan was going to be burying the US in just a few more years. It didn't work out that way, but...
