Imagine if Clinton had gone to China two weeks after he left office and gave speeches on how China was the next world power? There would have been a special prosecutor appointed within minutes...

There would have been no special prosecutor or anything that vaguely resembles one. Also Japan is more of an ally, and China why not an enemy is has a lot more potential to become one.

If Clinton had said China was going to be a major mover and shaker in the coming years he probably would be accurate at least if you are considering a long enough time frame, also he would have been expressing an opinion. I would not have been upset at him for saying it. If he instead said that China's government was wonderful and benevolent he would have been lying or deluded, but still he wouldn't have done anything in any way illegal.
