Why is there a cap on Social Security at all? That's clearly regressive. Because it was supposed to be a pension fund and there is a cap on payouts. In fact the system as a whole is not regressive but it "progressive". Also if you just remove the cap without lowering the rate it becomes an enormous cap increase. As for Bill Gates and Dick Cheney they probably wouldn't be as effected as much as you think. At least in Gates case and probably Cheney's as well, most of their income is not from wages. Tim
