To infiltrate means to penetrate with hostile intent [see your link]. What do you think the Iraqi war is.......an act of peace?

and hint that some nefarious neo-con group has "taken up positions in gradually or surreptitiously, as for purposes of espionage or takeover

It sure looks like that to me. For decades, they conspired to change the course of American international diplomacy. The best way to do that is to infiltrate the gov't.
