I'm not sure why because the Arabs in the rest of Israel do get to vote.

The Arabs that stayed in the land that was to become pre-1967 Israel during the 1947-48 Israeli war of independence were given citizenship in the new country. Of course they (and their descendents) get to vote. They are Israeli. It seems that when the Israelis "annexed" East Jerusalem they didn't grant Israeli citizenship to the Arab residents of East Jerusalem, thus we have the stateless Palestinian refugees.
