And therein lies the problem. A progressive tax is one that taxes the rich higher than the poor. A regressive tax is typically one that taxes everyone at the same rate, but is considered regressive because it has more of an impact on lower income families.

So a regressive tax with a progressive benefit is a recipe for a bankrupt system.

JF, When you deposit money in a bank, do you think they put it in a "lockbox" with "Ten" written on the front? No, they "owe" you the money. When you buy homeowners insurance, does it go into a lockbox? No, your money pays off other claims.

I already know that, which is why I put the word "lockbox" in quotes. Either way, SS discourages savings because (a) the SS tax means people have less money to save, and (b) people are counting on the SS benefits to be there when they retire. That's not encouraging savings, that's trusting the government to "save" (notice the quotes again) it for you.

You can (mostly) blame Bush and a Republican congress for that. Don't blame Social Security.
