I just think that any system that does not tag all contributions to the contributor's own account, is utterly doomed to abuse and ultimate failure. I think the point of social security is to give ALL citizens a last gasp safety net, regardless of their contribution as young people. If you tag an individual's receipts to his contributions, all the old bums that never worked a day in their life would be out on the streets freezing once their kids give up on them.
