"The law is what the judges say it is" is a truism, much like "price is what a willing buyer will pay to a willing seller on any given day."

Not exactly. There is a useful distinction between interpretations of the law, even interpretations that have the power of law, and the law itself. And when you want to include all things with the power of the law behind them its not a huge burden to say something like "law, regulation, and legal interpretation".
