Assuming you have the ability to borrow it, spending $1.5 tril in the short term to dismiss an obligation equal to $1.5 tril plus the compounded interest on the borrowing, doesn't hurt you.

Especially if it doesn't fix the problem.

It doesn't fix the problem, but it reduces it to the same amount that the debt causes problems.
