I don't think small US improvements in rate differentials will attract much capital back to the US. Meanwhile the US will pay higher rates on the huge foreign held (in large measure central banks) bond portfolios, much of which is short duration. Rollover, and rate adjustment, that's the dark side of foreign vendor financing.
