No, take for example an automatic transmission in a car.
No reasonable designer would take a manual transmission and bend and shape it bit by bit until it functioned as an automatic. A designer would essentially start over with only bolt holes and attachment points being the same. A nice modular replacement.

Evolved characteristics have to start with what they have and keep producing viable individuals while changing. There is no plan for what they change into, only a relentless series of changes with the less sucessful being weeded out. You would expect the systems to be made from the same parts and to be interconnected in unexpected ways which is exactly how we find life on earth. You would also expect to find bits and pieces what don't really function well at all, like our appendix for example.
