I think USERS should be treated similar to the way my nephew was treated WHEN POSSIBLE, ie treatment and mild punishment rather then jailed.

Users at your nephew's level are very lucky to get off as well as he did. Without a family for support, they become pushers to support their habit. I would not jail anybody at that level unless they had used violence. The Government thinks otherwise, and hands out 10 to 15 year sentences right and left.

We know with habits like alcohol and cigarettes that nothing is done unless the person WANTS to reform. Same thing with drugs. The best thing you can do with most of them is to not "help" them. They must fall to a level where they finally look around and say, "I won't live like this!" Then, they are ready to start on the road back. That level is different for everyone. A few, which we refer to as "homeless," never do make it. That's life.
