"to launch your mass crusade to overthrow 30% of the world's governments?"

I am just in awe at the way Smirk has chosen to cover his ass with respect Iraq. To distract from the the Weapons of Missing Destruction, he is positioning the US as the global liberator of the world's downtrodden. While the sentiment is noble, or at least would be if it's framers weren't so cynical, it is breath taking in its scope.

I've felt for a long that that the US should issue a "Pax Americana" decree that would declare that any country guilty of the use of unconventional weapons would lose their sovernity and be subject to a forcible regime change. But I never conceived of anything on this scale...

You assume that zero tolerance of despots means military only. However, we have lot's of means at our disposal including diplomatic isolation. For instance, with Saudi Arabia, why do we turn a blind eye to them exporting their virulent brand of Islam? I think we should impose santions on them. There are many ways to make despots feel the pain until they change their ways.
