"The starving babies were based on UN economic sanctions." Yes, and the fact that the Dictator made sure that the economic pain was not shared with the elites who supported him... thus insuring that the pain fell upon those in the lowest economic strata. (Of course, a lot of the bombing damage, for example to the water works in Baghdad, sustained during Desert Storm was never repaired. This, too, drove their childhood death rates up.) Money for palaces, not for public health.
